SILLS PHONE: 206-374-9409 X119 FAX: 206-374-0602 DSILLS@PLYMOUTHHOUSING.ORG HTTPS://PLYMOUTHHOUSING.ORG/ REQUESTED GRANT PROGRAM FUNDS: $1,000,000.00 EASTGATE PERMANENT SUPPORTIVE HOUSING (NEWLY NAMED PLYMOUTH CROSSING) IS A PUBLICLY FUNDED LOW-INCOME HOUSING PROJECT THAT IS CURRENTLY UNDER CONSTRUCTION AND WILL OPEN ITS DOORS IN 2023. MANAGED BY PLYMOUTH HOUSING, THE PROJECT WILL SERVE FORMERLY HOMELESS INDIVIDUALS WHO MAKE 30% OR LESS OF THE AREA MEDIAN INCOME (AMI) WITH 92 RESIDENT UNITS AS WELL AS 3 LIVE-IN STAFF UNITS. INCLUDED IN THE BUILDING STAFF WILL BE 4 CASE MANAGERS, A FRONT OFFICE THAT WILL BE STAFFED 24-7, AND MAINTENANCE AND JANITORIAL PERSONNEL. THROUGHOUT PLYMOUTH’S 40-YEAR HISTORY, WE HAVE IMPLEMENTED THE “HOUSING FIRST” PHILOSOPHY TO HOUSE THE MOST VULNERABLE MEMBERS OF OUR COMMUNITY WITH LOW BARRIERS AND SUPPLEMENTAL SUPPORT. THE BUILDING’S DESIGN INCLUDES PLANS FOR A NURSE’S CLINIC AND OTHER SUPPORTIVE SERVICE AREAS. THIS FUNDING OPPORTUNITY WOULD ALLOW US TO BETTER MEET THE NEEDS OF OUR RESIDENTS, THE MAJORITY OF WHOM REQUIRE ONGOING MEDICAL CARE, BEHAVIORAL HEALTH SERVICES, AND ADDICTION RECOVERY SUPPORT, BY HELPING COMPLETE OUR MEDICAL AND SUPPORT SPACES. ACCORDING TO THE UNITED STATES INTER-AGENCY COUNCIL ON HOMELESSNESS, NEARLY ONE QUARTER OF INDIVIDUALS EXPERIENCING HOMELESSNESS HAVE A DISABILITY, WHICH CAN BE PHYSICAL, DEVELOPMENTAL, OR MENTAL HEALTH AND/OR SUBSTANCE USE DISORDERS (HOMELESSNESS IN AMERICA: FOCUS ON CHRONIC HOMELESSNESS AMONG PEOPLE WITH DISABILITIES, AUGUST 2018). DUE TO THE PHYSICAL AND MENTAL HEALTH SUPPORTS NEEDED FOR OUR RESIDENTS, WE WILL UTILIZE THESE FUNDS TO OUTFIT THE CLINIC AND SERVICES SPACES TO ACCOMMODATE AND PURCHASE MORE ROBUST MEDICAL EQUIPMENT, INCLUDING SOFTWARE AND TECHNOLOGY, WHICH WOULD ALLOW OUR SERVICE PARTNERS TO PROVIDE SERVICES BEYOND A ROUTINE MEDICAL CHECKUP. AS PART OF PLYMOUTH CROSSING'S CURRE NT FUNDING AGREEMENTS, WE MUST SERVE 26 INDIVIDUALS WHO ARE CHRONICALLY MENTALLY ILL, AND RESIDENTS WHO HAVE A SELF-IDENTIFIED DISABILITY. OUR EXPERIENCE WITH THIS POPULATION TELLS US THAT THE PHYSICAL AND MENTAL HEALTH NEEDS OF OUR RESIDENTS IN THIS BUILDING WILL BE GREAT. HAVING THE ABILITY TO PROVIDE ENHANCED MEDICAL SERVICES ON SITE MEANS THAT OUR RESIDENTS DON’T HAVE TO LEAVE THE BUILDING TO RECEIVE CARE, WHICH IS SOMETHING THAT IS VERY IMPORTANT TO MEMBERS OF THE SURROUNDING COMMUNITY. PLYMOUTH HOUSING WAS INVITED BY COMMUNITY PARTNERS TO DEVELOP PERMANENT SUPPORTIVE HOUSING IN THE CITY OF BELLEVUE AND BEGAN OUR DEVELOPMENT PROCESS BY ENGAGING WITH COMMUNITY, GOVERNMENT, AND FUNDING STAKEHOLDERS IN 2021. PLYMOUTH HELD THREE OPEN-HOUSE COMMUNITY MEETINGS, JOINED NUMEROUS COMMUNITY CONVERSATIONS ORGANIZED BY OTHERS, AND TESTIFIED AT A SERIES OF BELLEVUE CITY COUNCIL MEETINGS FOR FUNDING SUPPORT. ONSITE HEALTH CARE AND BEHAVIORAL HEALTH SUPPORT WERE TOPICS RAISED CONSISTENTLY BY COMMUNITY STAKEHOLDERS, AND PLYMOUTH HAS PURSUED OPPORTUNITIES TO MEET THOSE SUGGESTIONS. THIS FUNDING WILL PROVIDE THE NEEDED INFRASTRUCTURE TO SUPPORT EXPANDED ONSITE HEALTH CARE AND BEHAVIORAL HEALTH SERVICES.
